Make code working on NERSC

compile LAPACK on NERSC:
tar -zxvf lapack-3.0.tgz
cd LAPACK
cd INSTALL
cp make.inc.LINUX ../make.inc
cd ..
cd BLAS/SRC
make
cd ../..
make
